Competences of the “International Legal Child Protection and Intercountry Adoptions” Directorate:
- Accepts applications for giving consent by the Minister of Justice for the adoption of Bulgarian citizens by foreigners and sets up files upon these applications;
- Keeps registers of the persons related with the intercountry adoptions;
- Carries out auxiliary activities of the Ministry of Justice in connection with the correspondence and co-operation with the respective Central Authorities of the States which are State party to the Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption;
- Prepares reports for children – Bulgarian citizens, which could be adopted by foreigners
- Conducts control over all documents with regard the abidance to the requirements of the Family Code and subdelegated legislation concerning the intercountry adoptions;
- Conducts surveys and prepares proposals to the Minister of Justice with a view to the accreditation of bodies to intermediate intercountry adoptions, interacts with them and observes whether they conduct the entrusted competences according to the legislation acts;
- Prepares written references to each file ;
- Prepares drafts of written consents for adoption by the minister of Justice ;
- Prepares documents regarding intercountry adoptions addressed to the respective public authorities and institutions;
- Verifies, when foreseen by the legislative acts cases, that the adoption was made in accordance with the requirements of the Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption;
- Prepares for dispatch to the foreign competent authorities and organizations the applications of the Bulgarian citizens, willing to adopt a child-foreign citizen;
- Prepares positions on drafts of international agreements and legislative acts, related to adoptions as well as exchanges information with the Central Authorities of the States which are State party to the Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption for the legislation in the sphere of adoptions and with the co-operation of the Ministry of Foreign Affairs in accordance with the International Treaties of the Republic of Bulgaria Act;
- Carries out consultations and training when and in occasion of international adoption in co-operation with the Ministry of Foreign Affairs in accordance with the International Treaties of the Republic of Bulgaria Act;
- Interacts with foreign bodies and organizations with a view to intercountry adoptions;
- Prepares replies and gives opinions on filed applications, complaints and proposals with respect to intercountry adoptions;
- Carries out other activities, entrusted by the Minister of Justice with regard to intercountry adoptions.
